I very much wanted to like "Welcome to the Captain" - the notion of a show exploring the odd and lovely personalities that collide among L.A. renters is so darn appealing.
Welcome to the Captain," however, is a particularly local breed, taking place in one of those fabulous residential landmarks that rise or sprawl, depending on the architecture, in various L.A. neighborhoods.
